On ne sait pas si la taxe sera aussi pour des services de streaming comme Netflix. Certaines personnes disent que cela va être difficile de définir ce qu’est « un film américain». Par exemple, un film peut être tourné aux États-Unis mais avoir des acteurs ou des réalisateurs d’autres pays. Si les compagnies doivent faire des films seulement aux États-Unis, les coûts peuvent augmenter.
